If they are taking the approach of not worrying about holding runners on that sounds downright idiotic to me. As a pitcher your mentality is to do the best you can, don't give up hits, walks and most importantly runs. I can't imagine how it feels, being a former pitcher myself, that if I let a guy on I know "ah, just let him take 2nd and 3rd". That puts undue pressure on a pitcher knowing that a simple walk could very well lead to the guy being on 2nd or 3rd a few pitches later. A single scores a run after a walk or HPB. And despite what anyone may say that wins and losses don't matter at this level, no one likes to lose. These guys take pride in the results they produce and that is totally backwards to take the opposite mindset. Not saying they should treat every game like the World Series but come on, it isn't that hard to hold guys on and why not work on it now?! This does not make sense to me.

I would guess that they want these guys to master control before heating it up. They also want them to work on their secondary stuff as well and that could be the reason for the increase in walks. Good start for both Allie and Heredia though and it will be a thrill for the next couple of years watching these guys develop before arriving to Pittsburgh.

Are the Pirates holding these guys back because it seems like we always hear that a guy throws in the high 90s but then it seems like they are all working 90 to 93

I gotta say not bad for the both of them considering it's their first. Could have been much worse. The best part is they got their debut out of the way.
