He’s a free agent. The Pirates can offer him arbitration if they fail to re-sign him before he hits the open market. This list is just looking at guys who are under team control and eligible for arbitration under the normal 0-6 payscale.

They still need that 8th inning shut down set-up guy, that would change who they tender and who they do not tender to a great degree. If Hanrahan would go down or have a bad year, they would have no back end of the bullpen.
