		<description><![CDATA[Actually the Rays have been relatively consistent, while the D&#039;backs have been relatively disappointing for most of their history since the world series days.  The Rays have been consistent due to their ability to draft and handle players in their system; a system which the Pirates have seemed to adopted since N.H. came along.  If all you&#039;re basing your opinion on is how the major league club has performed in recent history, then yeah, the outlook doesn&#039;t seem great.  However, if you think this team could just buy whatever free agent they&#039;d like, you&#039;re mistaken.  We couldn&#039;t even get Carl Pavano last year after offering way over what the Twins did.  We&#039;ve had 4 years with N.H., and all he&#039;s done is build the minors.  This team won&#039;t be able to be consistent without a healthy minor league system, which it hasn&#039;t had since the mid-80&#039;s, and even then just had a few guys with upside.  What would happen if this year they fired N.H. rather than extending his contract, then 2-3 years from now, Pedro pulls his head out, Tony Sanchez recovers from one bad year in the minors after having his face broken the year before, and you have two promising young starters with plus stuff in the rotation in Cole and Taillon.  That&#039;s a lot of what-ifs, but maybe not unreasonable to assume 3 of those 4 things could happen, and that would result in a considerably better team.  Going back to what N.H. and the ownership has control of in regards to player acquisition, one has to look at all the major outlets, those being; Free agency, draft, international free agency.  It has to be clear that acquiring major, game changing players via free agency is not possible, even if the ownership was willing to throw even more money at the problem.  So, judge the managing group on the draft and international signings, that&#039;s all I&#039;m saying.
