		<description><![CDATA[How does the claim process actually work?  Is it public where each team has a period of time to claim a player before the next team has the option? Or are claims done in a way that nobody knows (nobody outside the MLB office, that is) who is being claimed until the window closes?  


If it&#039;s the time period, can a team who&#039;s time has expired still go back and make the claim as long as nobody else (including the team on the clock) claims him?


If it&#039;s the secrecy method, can a team claim a few people and cancel the claim if they no longer need that player?  For example, if a team is looking for a lead off guy, they claim three people to fill that role.  Player A is grabbed by a team with higher priority , the other two fall through (which is why you claim more than just him).  Can that team then say we don&#039;t need player C because we were able to get player B, then player C would continue to pass on down the line or all the way through?  Or would the team be force to find a place for both players on their 40 man roster?


Man, there are so many details and permutation for the order of events that I can think of. Is there somewhere to read these rules, so I can just lookup the details without overloading questions/posts here (too late?)?  ]]></description>
