SCOUTING REPORT
Penn was once a top prospect both in the Baltimore Orioles farm system, and in major league baseball, rating in the top 100 prospects in both 2005 and 2006.  Penn’s biggest problem in the majors so far has been his lack of control.  In 80 innings, he has a 6.1 BB/9 ratio.

In 2009 he was acquired by the Florida Marlins from the Baltimore Orioles, and spent time working out of Florida’s bullpen.  Penn drastically increased his strikeout totals, putting up an 11.0 K/9 ratio in 22 innings, mostly in relief.  However, his control was off, with an 8.2 BB/9 ratio.

Penn has previously been rated as having three plus pitches.  He throws a mid-90s fastball, a changeup, and a curve ball.  Penn could be an option as either a starter or a reliever.  He posted good ratios in 2009 at the AAA level as a starter, but has yet to carry that over to the majors.  If he fixes his control issues, he could be a contender for a back of the rotation spot, or a late inning reliever.
